US Banks Stress Results

Reported by all major news sites today:

"WASHINGTON (Reuters) - U.S. regulators are working with the top 19 banks on Tuesday to put the final touches on the results of regulatory stress tests,..."

How is it possible that the regulators are working *with* the convicts? You can only wonder if this is only to find a palatable sentence. This is just another example of the current bizarre state of affairs we are in. How can any of these stress results be believable or useful?
